Where can I create professional looking msn avatars'?

I need to know a site where I can make them look really good and so far I havn't found the appropiate software. I don't mind if I have to pay

1. What do you mean with "Professional avatars"? You don't need a special program for this, you can use: *Photoshop *Picasa (free) *Corel Paint Shop *Etc.
